Congressional GOP Back President's Proposal to Overhaul Obamacare

American lawmakers are meeting during the weekend for the initial time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.

Deepening Consequences of Government Shutdown

The impact on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's session got started, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the proposal, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator said.

Another senator commended Trump's proposal on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic lawmakers expressed concerned responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."

Continuing Talks

The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of moderate Democrats to end the closure in exchange for a later vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to restart the government and continue the payments for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the long-term of the tax credits.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several analysts indicated that the core of such a plan would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump went back to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
