The UK and US have reached a important bilateral deal that will maintain no duties on UK medicine products going into the US market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has pledged to boost spending on medicines through the National Health Service (NHS). This move secures that import taxes on these crucial goods will stay at nothing for a duration of three years.

This agreement is in response to recent statements to hike tariffs on patented drug imports, with increases mentioned reaching one hundred percent.

"This arrangement between the United Kingdom strengthens the global environment for new treatments and introduces long-overdue balance to transatlantic pharmaceutical trade," an announcement said.

Commercial Significance

Medicines are one of the the United Kingdom's biggest export categories to the United States, which is easily the largest market for large companies like GSK and AstraZeneca.

Statistics indicate that in the one-year period to the end of the third quarter, the UK exported pharmaceutical products worth billions to the US. This value made up nearly one-fifth of British export trade in that period.

"This agreement secures work, boosts funding and paves the way for the UK to emerge as a worldwide center for life sciences," the Business and Trade Secretary stated.

Key UK Commitments

The agreement entails several specific commitments from the British government:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it deems new medicines to be prohibitively costly by 25%.
  • Higher Drug Budget: There is a target to double total NHS spending on medicines from 0.3% of the national economy to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage manufacturers must refund to the NHS to stay within budget will be restricted at fifteen percent. Previously, refunds exceeded twenty percent.

Industry Background

This agreement comes amid a long-running tension between the sector and the ministers over drug pricing and NHS adoption.

This friction were heightened by claims that American patients were charged a premium for the identical medicines than consumers in the Britain and the EU.

Over the last 18 months, several major pharmaceutical investments in the UK have been halted or abandoned, while multi-billion-dollar expansions have been pledged toward projects in the United States.

The Science Minister stated that the NHS had to increase expenditure on medicines, noting that its spending on drugs had decreased as a percentage of its resources over the past decade.
